how I define intelligence

 intelligence is the speed at which an individual can execute "chunking".

the faster one can execute 'chunking', the quickly they are able to pick up new material. essentially, i can also call it "learning speed", a far simpler definition.

is a machine learning program intelligent?

no.

it's only extremely experienced. once you show an immense number of possibilities to a computer, its calculation abilities improve. but if a human was able to perfectly store as much data as a computer, they'd be much more competent than a machine learning program.
